Tripura made history on January 28, 2025, becoming the first northeastern state to sign a Memorandum of Understanding (MoU) with the Digital India Bhashini Division (DIBD) for implementing multilingual governance. The landmark agreement was signed during a state-level workshop, "BhashiniRajyam", at Pragna Bhavan, Agartala, under the guidance of Chief Minister Prof. Dr. Manik Saha.
The signing ceremony was inaugurated by Tripura's IT Minister Pranajit Singha Roy, with key officials in attendance including Kiran Gitte, Secretary IT, Government of Tripura; Amitabh Nag, Chief Executive Officer (CEO), DIBD, MeitY; and JeyaRagulGeshan B., Director IT, Tripura.
Bhashini, a revolutionary initiative under the Digital India Programme, aims to ensure seamless communication and internet accessibility in 22 Indian languages. The platform utilises advanced technologies including:
- Real-time translation capabilities
- Speech-to-text conversion
- Text-to-speech functionality
- Voice-to-voice translation between Indian regional languages and English
The workshop highlighted the implementation of Artificial Intelligence (AI) and Natural Language Processing (NLP) for high-accuracy translations. It outlined strategies for promoting regional languages on digital platforms and discussed software applications for the Tripura government to reduce the digital divide.
The MoU addresses critical challenges faced by Tripura's citizens, particularly in rural and tribal areas, where language barriers often impede access to digital services. The integration of Bhashini with existing systems will enhance:
- CM Helpline services
- e-Vidhan portal
- Kisan Sahayata applications
- e-District services
Tripura's position as the eighth state in India and the first in the Northeast to sign this agreement underscores its commitment to digital inclusion and improved citizen-centric governance. The integration of Bhashini with Tripura's e-governance software will:
- Bridge the digital divide
- Provide affordable translation services
- Promote inclusive policy implementation
- Strengthen regional identity
The initiative, supported by MeitY's Digital India Bhashini Division, empowers citizens by removing language barriers and enabling multilingual access to essential services. This implementation is expected to further integrate Tripura's linguistic diversity, fostering a more inclusive and connected society.
With this groundbreaking step, Tripura demonstrates its dedication to leveraging technology for better governance and citizen service delivery, setting a precedent for other northeastern states to follow.
